Bruce Owdley
PRESIDENT & CO-FOUNDER
Bruce Owdley is the President and Co-Founder, bringing over 30 years of law enforcement experience. His career includes roles as a correction officer, Deputy Sheriff, and Police Sergeant with the Houston Police Department, specializing in cyber crimes investigation. Owdley is also an Adjunct Professor and a certified TCLOE instructor. He holds a Bachelor of Science in Computer Science from Texas Southern University, a Graduate Certificate in Administration of Justice from Midwestern State University, and a Ph.D. in Business Administration from North Central University.

Eric Carr
VICE PRESIDENT & CO-FOUNDER
Eric Carr, Vice President and Co-Founder, has over 20 years of law enforcement experience, currently serving as a sergeant with the Houston Police Department. He specializes in criminal investigations within the ID Theft and Financial Crimes Unit. Carr is an Adjunct Professor and an Advanced Law Enforcement TCLOE Instructor. He holds a Bachelor of Science in Criminal Justice from the University of Houston-Downtown and a Master of Arts in Counseling from Prairie View A&M University.

Treasurer Marquese Walker
CO-FOUNDER
Marquese Walker, Treasurer and Co-Founder, has 21 years of law enforcement experience and holds degrees in Psychology and Counseling and Theology. He is pursuing a Doctor of Psychology (PsyD) and works as a Licensed Professional Counselor (LPC) at Enlightened Psychotherapy. Walker's expertise in both law enforcement and mental health adds valuable insight to his role.

Anthony Phillips, MPA
DIRECTOR OF COMMUNITY RELATIONS
Anthony Phillips serves as the Director of Community Relations, leveraging his experience as a Realtor and retired Parole Supervisor. He is also an Adjunct Professor at Texas Southern University’s BJML School of Public Affairs. Phillips plays a key role in enhancing community outreach and relations. -
Dr. Gautum Nayer, PhD
DIRECTOR OF RESEARCH
Dr. Gautam Nayer is the Director of Research and a Professor in the Political Science and Public Administration Department at Texas Southern University. He holds a Ph.D. in Public Administration from Rutgers University and has led significant research, including a $509,233 Department of Justice grant on wrongful convictions. Dr. Nayer's research spans various topics, and he serves on boards dedicated to social justice and education.

Rhonda Young, RN, BSN, MBA-HCM, CNOR
SECRETARY
Rhonda Young is the Secretary and a Registered Nurse Leader specializing in Surgical Services, with a deep passion for Transplants and Non-Opioid Multimodal Analgesia. She is an active supporter of law enforcement, volunteering for various positive law enforcement programs. Rhonda also serves as the secretary for the NOBLE Houston Chapter Association, contributing her expertise to both healthcare and community service.
