Black Law Enforcement Association Supports Community Safety Education Act Senate Bill 30
Unfortunately interactions between drivers and police officers is not an unfamiliar narrative. Many of these occurrences can be prevented if we all get on the same page and show respect from both sides. Thankfully, The State of Texas has created a law to do just that. It requires all high school and driver education students be provided specific instruction on how to interact with law enforcement. As well, law enforcement will also receive instruction on how to lawfully interact with their fellow citizens. Read for more information.
Traffic stops can be one of the most dangerous tasks performed by an officer. Traffic stops are also highly stressful for drivers. To benefit both populations, the Community Safety Education Act supports the implementation of the 7-step protocol of traffic stops are taught to citizens, and officers. The training emphasized respect, de-escalation techniques, citizens’ rights and safety.
AUSTIN – Lt. Gov. Dan Patrick passed Senate Bill 30 – Educate and Inform – The Community Safety Act, by Senator Royce West, (D – Dallas) and Senator John Whitmire, (D – Houston):
“SB 30 directs the State Board of Education and the Texas Commission on Law Enforcement to work with local school districts to educate and inform both students and law enforcement officers on proper interaction. SB 30 is designed to help young Texans and members of law enforcement interact and build trust in communities across the state.” (Lt.Gov March 29, 2017)
Relating to inclusion of instruction regarding interaction with peace officers in the required curriculum for certain Education &; Training on Proper Interaction between Peace Officers and Citizens interactions includes:
The role of law enforcement and the duties and responsibilities of peace officers;
A demonstration of the proper actions to be taken during traffic stop
A persons rights concerning interactions with peace officers;
Proper behavior for civilians and peace officers during interactions;
Laws regarding questioning and detention by peace officers, including any law requiring a person to present proof of identity to a peace officer, and the consequences for a person’s or officer’s failure to comply with those laws;
How and where to file a complaint against or a commendation on behalf of a peace officer.
